{"id":226,"date":"2017-09-28T18:25:31","date_gmt":"2017-09-28T18:25:31","guid":{"rendered":"http:\/\/exportcompliancesolutions.com\/blog\/?p=226"},"modified":"2017-09-28T18:25:31","modified_gmt":"2017-09-28T18:25:31","slug":"export-control-reform-moving-along-report-dtag","status":"publish","type":"post","link":"https:\/\/exportcompliancesolutions.com\/blog\/2017\/09\/28\/export-control-reform-moving-along-report-dtag\/","title":{"rendered":"Export Control Reform Moving Along: A Report from DTAG"},"content":{"rendered":"<p>The <a href=\"http:\/\/pmddtc.state.gov\/DTAG\/index.html\">Defense Trade Advisory Group (DTAG)<\/a>, an advisory group of defense trade representatives, held a public meeting this month to discuss policies, regulations, and technical issues in defense trade.\u00a0 Here are some of the highlights:<\/p>\n<ul>\n<li>Export Control Reform has driven a 55% reduction in licensing volume since 2013 for the State Department&#8217;s Directorate of Defense Trade Controls (DDTC).<\/li>\n<\/ul>\n<ul>\n<li>DDTC is still working to move USML Categories I, II, &amp; III (firearms, larger guns, and ammunition) to the CCL in the next year.\u00a0 These categories currently represent around 30% of DDTC license applications, so the move would drive another significant reduction in their licensing volume.\u00a0 One source of delay is <a href=\"https:\/\/www.whitehouse.gov\/the-press-office\/2017\/01\/30\/presidential-executive-order-reducing-regulation-and-controlling\">Executive Order 13771, \u201cReducing Regulation and Controlling Regulatory Costs,\u201d<\/a> which directs agencies to repeal two existing regulations for each new significant regulation.\u00a0 The new Commerce Department rules would be considered new regulations, requiring additional offsetting repeals of regulations.\u00a0 The State Department operates under an exception for \u201cregulations issued with respect to a military, national security, or foreign affairs function of the United States.\u201d<\/li>\n<\/ul>\n<ul>\n<li>The State Department will also consider revisions to the definition of defense services, U.S. persons abroad, and other definitions.<\/li>\n<\/ul>\n<ul>\n<li>The State Department is considering whether UAVs should remain in Category I of the MTCR (Missile Technology Control Regime) Annex, as opposed to less-sensitive Category II, is also under review and will be discussed at the October MTCR plenary.<\/li>\n<\/ul>\n<ul>\n<li>The State Department is working on revisions to the UK &amp; Australia Treaty implementation regulations.\u00a0 Both treaties have helped to decrease licensing volume, but improvements can be made.<\/li>\n<\/ul>\n<ul>\n<li>An interagency group involving the Departments of State and Defense is working on a rewrite of the ITAR.\u00a0 There has not been a wholesale rewrite of the ITAR since 1984.\u00a0 Overall, they are seeking to restructure for gaps and inconsistencies, add definitions, shorten the ITAR where possible, consider incorporation of guidance documents, and lead to a format that is conducive to a single control list (an end goal of Export Control Reform).<\/li>\n<\/ul>\n<ul>\n<li>In IT modernization, DDTC is currently on track for a December roll-out of a single case management system, to be followed by a single license form.<\/li>\n<\/ul>\n<p>The DTAG is expected to meet again next spring.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Defense Trade Advisory Group (DTAG), an advisory group of defense trade representatives, held a public meeting this month to discuss policies, regulations, and technical issues in defense trade.\u00a0 Here are some of the highlights: Export Control Reform has driven a 55% reduction in licensing volume since 2013 for the State Department&#8217;s Directorate of Defense [&hellip;]<\/p>\n","protected":false},"author":4,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"nf_dc_page":"","footnotes":""},"categories":[7,10],"tags":[],"class_list":["post-226","post","type-post","status-publish","format-standard","hentry","category-all","category-export-control-reform"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v26.9 -
