{"id":232,"date":"2017-11-20T23:05:07","date_gmt":"2017-11-20T23:05:07","guid":{"rendered":"http:\/\/exportcompliancesolutions.com\/blog\/?p=232"},"modified":"2017-11-20T23:05:07","modified_gmt":"2017-11-20T23:05:07","slug":"state-department-discontinues-dsp-119-forms-development","status":"publish","type":"post","link":"https:\/\/exportcompliancesolutions.com\/blog\/2017\/11\/20\/state-department-discontinues-dsp-119-forms-development\/","title":{"rendered":"State Department Discontinues DSP-119, Other Forms in Development"},"content":{"rendered":"<p>The State Department\u2019s <a href=\"http:\/\/pmddtc.state.gov\/index.html\">Directorate of Defense Trade Controls<\/a> (DDTC) has published a web notice discontinuing acceptance of the DSP-119 (Application for Amendment to License for Export or Temporary Import of Classified or Unclassified Defense Articles and Related Classified Technical Data):<\/p>\n<p style=\"padding-left: 30px;\"><strong>Web Notice:<\/strong><strong>\u00a0<\/strong><em>Discontinuance of ELLIE and form DSP-119:<\/em>\u00a0(11.14.17)<br \/>\nEffective December 1, 2017, DDTC will no longer accept form DSP-119 to amend the DSP-85. All pending DSP-119\u2019s will be processed pursuant to 123.25 of the ITAR. Any DSP-119 form submitted to DDTC on or after December 1, 2017 will be returned without action. When amending the DSP-85, the applicant must submit a completely new DSP-85 along with a transmittal letter, signed by the Empowered Official explaining the amended change.<\/p>\n<p>Previously an all-purpose amendment form, the DSP-119 is currently only accepted to amend the DSP-85 Application for Permanent\/Temporary Export or Temporary Import of Classified Defense Articles and Related Classified Technical Data.\u00a0 Unclassified licenses are unaffected and may continue to be amended with the appropriate form (DSP-6, DSP-62, or DSP-74).<\/p>\n<p>DDTC continues to work on expanding online <a href=\"https:\/\/www.pmddtc.state.gov\/DTAS-Online\/deccs_info.html\">DECCS<\/a> (Defense Export Control and Compliance System) forms which are submitted through an interactive, browser-based form.\u00a0 DECCS currently supports the submission of Commodity Jurisdiction (CJ) requests, which should be joined in the near future Advisory Opinion and Disclosure forms.\u00a0 (Note also that DDTC <a href=\"https:\/\/www.pmddtc.state.gov\/licensing\/documents\/AO.pdf\">currently recommends<\/a> submitting a DSP-5 technical data export license in lieu of a General Correspondence Advisory Opinion when possible.)<\/p>\n<p>DECCS forms for registration renewal and update as well as the single licensing form are also in development.<\/p>\n<p>One-form electronic filing, proposed revisions of the definitions of defense services and manufacturing, and rules regarding release of technical data to foreign dual-nationals will be discussed at the next Defense Trade Advisory Group (DTAG) meeting scheduled for February 1, 2018 (originally December 7, 2017, but rescheduled in a <a href=\"https:\/\/www.gpo.gov\/fdsys\/pkg\/FR-2017-11-20\/html\/2017-25083.htm\">November 20<sup>th<\/sup> Federal Register Notice<\/a>).\u00a0 To attend the DTAG meeting, please note the instructions at the end of the <a href=\"https:\/\/www.gpo.gov\/fdsys\/pkg\/FR-2017-11-20\/html\/2017-25083.htm\">notice<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The State Department\u2019s Directorate of Defense Trade Controls (DDTC) has published a web notice discontinuing acceptance of the DSP-119 (Application for Amendment to License for Export or Temporary Import of Classified or Unclassified Defense Articles and Related Classified Technical Data): Web Notice:\u00a0Discontinuance of ELLIE and form DSP-119:\u00a0(11.14.17) Effective December 1, 2017, DDTC will no longer [&hellip;]<\/p>\n","protected":false},"author":4,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"nf_dc_page":"","footnotes":""},"categories":[7,10,9],"tags":[],"class_list":["post-232","post","type-post","status-publish","format-standard","hentry","category-all","category-export-control-reform","category-licensing"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v26.9 - https:\/\/yoast.com\/product\/yoast-seo-wordpress\/ -->\n<title>State Department Discontinues DSP-119, Other Forms in Development - Export Compliance Solutions<\/title>\n<meta name=\"description\" content=\"State Department discontinues DSP-119, other licensing, general correspondence, and registration forms in development.
