REVIEW AND MAKE COMMENTS ON THE NEW CJ FORM"},"content":{"rendered":"<p><strong>Advisory Opinions Accepted Online Through DECCS<\/strong><\/p>\n<p>Following <a href=\"http:\/\/exportcompliancesolutions.com\/blog\/2018\/11\/07\/export-compliance-updates-deccs-electronic-waste-wassenaar\/\">last year\u2019s testing<\/a>, the Department of State, Directorate of Defense Trade Controls (DDTC) has announced the release of their new Advisory Opinions application for DDTC\u2019s cloud-based Defense Export Control and Compliance System (DECCS).<\/p>\n<p>The new Advisory Opinions application covers the following ITAR requests:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.ecfr.gov\/cgi-bin\/retrieveECFR?gp=&amp;SID=70e390c181ea17f847fa696c47e3140a&amp;mc=true&amp;r=PART&amp;n=pt22.1.126#se22.1.126_19\">126.9(a)<\/a> \u2013 Whether DDTC would likely grant approval for a particular defense article or service to a particular country.*<\/li>\n<li><a href=\"https:\/\/www.ecfr.gov\/cgi-bin\/retrieveECFR?gp=&amp;SID=70e390c181ea17f847fa696c47e3140a&amp;mc=true&amp;r=PART&amp;n=pt22.1.126#se22.1.126_19\">126.9(c)<\/a> \u2013 ITAR interpretation<\/li>\n<li><a href=\"https:\/\/www.ecfr.gov\/cgi-bin\/retrieveECFR?gp=&amp;SID=70e390c181ea17f847fa696c47e3140a&amp;mc=true&amp;r=PART&amp;n=pt22.1.129#se22.1.129_19\">129.9<\/a> \u2013 Guidance on whether an activity constitutes brokering under Part 129.<\/li>\n<\/ul>\n<p style=\"padding-left: 30px;\"><strong>*Note that in many cases, it is preferable to submit a DSP-5 technical data license for marketing a defense article rather than a General Correspondence Advisory Opinion request.\u00a0 While the new application is intended improve the submission and review process, a DSP-5 can avoid the need for two separate submissions for the same activity<\/strong>.
