{"id":522,"date":"2024-11-01T15:46:41","date_gmt":"2024-11-01T19:46:41","guid":{"rendered":"https:\/\/exportcompliancesolutions.com\/blog\/?p=522"},"modified":"2024-11-01T15:46:41","modified_gmt":"2024-11-01T19:46:41","slug":"export-regulatory-and-policy-update-roundup-fall-2024","status":"publish","type":"post","link":"https:\/\/exportcompliancesolutions.com\/blog\/2024\/11\/01\/export-regulatory-and-policy-update-roundup-fall-2024\/","title":{"rendered":"Export Regulatory and Policy Update Roundup: Fall 2024"},"content":{"rendered":"<p>In addition to <a href=\"https:\/\/exportcompliancesolutions.com\/blog\/2024\/11\/01\/state-and-commerce-departments-propose-spacecraft-control-changes\/\">recent proposals and changes for space-related export controls<\/a>, here\u2019s a wrap-up of other recent export-related actions.<\/p>\n<p><strong><u>Department of State: DDTC \/ ITAR<\/u><\/strong><\/p>\n<p><strong>AUKUS Authorized Users Available\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong><\/p>\n<p>As required for the new AUKUS Exemption at International Traffic in Arms Regulations (ITAR) \u00a7 126.7, the list of \u201cauthorized users\u201d in Australia and the United Kingdom is now available in the Department of State, Directorate of Defense Trade Controls (DDTC)\u2019s <a href=\"https:\/\/deccs.pmddtc.state.gov\/deccs\">DECCS<\/a>.\u00a0 Currently including 87 entities, the authorized users are approved by their respective governments and the list is subject to change.<\/p>\n<p><strong>Precision Castparts Consent Agreement<\/strong><\/p>\n<p>DDTC announced a Consent Agreement with Precision Castparts:<\/p>\n<p style=\"padding-left: 40px;\">Precision Castparts Corp. settled allegations that it violated the International Traffic in Arms Regulations (ITAR) in connection with unauthorized exports of technical data to foreign-person employees from Bhutan, Burundi, El Salvador, Honduras, Mexico, and Peru pertaining to tools (specifically, wax pattern and core dies) and wax patterns consumed in the subsequent production of casting blades used in gas turbine engines.<\/p>\n<p>This is the third Consent Agreement from DDTC this year, following The Boeing Company and RTX Corporation.<\/p>\n<p><strong>Cyprus<\/strong><\/p>\n<p>Cyprus remains in the unique situation of being found in the ITAR \u00a7 126.1 list of proscribed destinations, but with an annually suspended status.\u00a0\u00a0 Under <a href=\"https:\/\/www.federalregister.gov\/documents\/2024\/09\/27\/2024-21849\/amendment-to-the-international-traffic-in-arms-regulations-prohibited-exports-imports-and-sales-to\">89 FR 79140<\/a> (September 27, 2024), the Republic of Cyprus\u2019 status as a proscribed destination is suspended from October 1, 2024, through September 30, 2025.<\/p>\n<p><strong><u>Department of Commerce: BIS \/ EAR &amp; CCL<\/u><\/strong><\/p>\n<p><strong>Data Center Validated End User Authorization<\/strong><\/p>\n<p>The Department of Commerce, Bureau of Industry and Security (BIS) expanded the Validated End User Authorization (VEU) at Export Administration Regulations (EAR) \u00a7 748.15 to include data centers.<\/p>\n<ul>\n<li><a href=\"https:\/\/www.federalregister.gov\/documents\/2024\/10\/02\/2024-22587\/expansion-of-validated-end-user-authorization-data-center-validated-end-user-authorization\">89 FR 80080<\/a>, published &amp;
